You’ll have to ask those other drivers how they do it; what you’re asking about doing is fraud and/or perjury, and I’m sure NJ wouldn’t like that.
in short no you cannot. the license plate thing is a hole norther kettle of fish they are not related. the only thing I can think of is changing your permanent address to and out of state addresss
You can get it out of state but you must give your authentic address so it will do no good to go out of state. If you did manage to buy it out of state and If you had a claim, it wouldn’t be honored. If you lie about your real address to any insurance company, you could be charged with insurance fraud and could go to jail..
